		<description>Would professional competence not be a result of their reputation from  using their skills? And there&#039;s a difference between &#039;ability&#039; and  &#039;recognition&#039;.

Someone might have Medicine: Veteran and the Quality: Good Reputation.  They therefore have a reputation for being a good doctor.

A person with Citizen: Veteran is a excellent citizen. They fulfill  their civil functions. In our terms they vote, participate in councils   and campaigns, always pick up litter, would promote community events   (if not be the actual organiser. It&#039;s the skill at being a   politician....or the skill Politicians should have.

As for fine grained? That&#039;s something for the player to describe.</description>

Citizen Quality - I think this isn&#039;t fine-grained enough. What do you think of Notable: Famous Family; Notable: Profession; etc...?

BTW, the above may be ERIS: Incomprehensible. Many years of RPG privation and having reference books half a planet a way can do that...</description>
